全國經劃定公告之自來水水質水量保護區計有113處，面積達8,993平方公里，約佔臺灣土地面積之25%；為保育自來水之水源、水質，保護區內土地開發及使用行為受到相當管制，基於「受益者付費，受限者得償」之精神，自來水法訂有水源保育與回饋機制。
經濟部水利署(以下簡稱水利署)自民國94年開發「水源保育與回饋業務系統」，於民國95年1月起開徵水源保育與回饋費，推動至今十年將至，各方面制度已初具完備，除累積豐富之水源保育與回饋制度執行成果及經驗，並完成業務輔助系統建置，以提升效率。
本次成果以回顧水質水量保護區劃定及水源保育與回饋制度之間10年歷程，一一盤點歷年重大事蹟及成果績效，並適當點出過去遭遇問題、現在面臨處境，以及未來工作挑戰，重點成果相當豐碩，值得成為業務上工具書及作為未來10年努力方向。

The implement the outcomes include the plan of water conservation, use of funds, handling of active, map data and other information related cases. The outcome is quite rich, these can be used as tool book or propaganda material.
