This is a comprehensive study of US policy towards Cuba in the post-Cold War era. Drawing on interviews with Bush and Clinton policy-makers, congressional participants in the policy debate, and leaders of the anti-sanctions business community, it makes an important contribution to our knowledge of the evolution of American policy during this period. This study argues that Bush and Clinton operated within the same Cold War framework that shaped the Cuba policy of their predecessors. But it also demonstrates that US policy after 1989 was driven principally by the imperatives of domestic politics. The authors show how Bush and Clinton corrupted the policy-making process by subordinating rational decision-making in the national interest to narrow political calculations. The result was the pursuit of a policy that had nothing to do with its stated objectives of promoting reforms in Cuba and everything to do with getting rid of Fidel Castro's regime.

This book demonstrates that the majority party's ability to influence legislative outcomes is greater than previously understood but that it operates under important constraints. However, the majority generally cannot use its power to push its preferred policies through to approval. Overall, the weakness of the Senate majority party is a major reason for the breakdown of the congressional appropriations process over the past forty years.

Birds migrating across the Himalayan region fly over the highest peaks in the world, facing immense physiological and climatic challenges. Many wetland avian species are seen in the high-altitude lakes of the Himalayas and the adjoining Tibetan Plateau, such as Bar-Headed Geese. Despite a century of effort, criminologists do not yet fully understand the relationship between disadvantage and crime. The balance of evidence suggests that economic and social stress increase the risk of involvement in crime by increasing the motivation to offend. But there are a number of empirical anomalies that cannot easily be reconciled with this interpretation of the evidence. Weatherburn and Lind argue that the transmission mechanism linking economic and social stress to crime is not offender motivation but disruption to the parenting process. They put forward an epidemic model of the genesis of delinquent-prone communities and show how this model resolves the empirical anomalies facing conventional interpretations of the disadvantage/crime relationship. Chimpanzees meet the criteria of culture as originally defined for human beings by socio-cultural anthropologists. They show sex differences in using tools to obtain and to process a variety of plant and animal foods.
