Guy spotlights the situation of the Roma in Europe and asks why the combined efforts of the EU and its member states with funds available have failed to significantly improve conditions for most Roma over the last 15 years. Citing the Roma of Central and Eastern Europe as having been most negatively affected in the post-communism period, he notes that they are generally reviled as primitive, uncultured and inferior to whites. Distinguished as they are by their skin color, lifestyle, and non-European language, he describes widespread discrimination against them in the labor market, education, housing, and health as they face anti-Roma activism, particularly from the right, and systemic weaknesses and bureaucratic obstacles.
