Space technology consultant Williamson notes that given the amount of debris circling the earth, some of the more useful orbits could become unavailable. In addition, existing space law, which was written over 40 years ago, had no means of understanding the debris of today (which tends to crash into other debris and thereby create even more debris) and tomorrow (which may include exotic, dangerous, or self-reproducing functions). He describes space as its own environment with its own legal and ethical dimensions, and makes a case for considering new space law treaties that would keep us from merely muddling along and eventually muddying the space environment. He also offers three very interesting scenarios written as predictive fiction, in which earthlings decide to "develop and be damned," "control and confine," or "balance and benefit" from what is essentially a very fragile final frontier.
