Classicist Smith (St. Andrews U.) began the project in the middle 1980s with a draft translation and the beginnings of a compilation of Greek and Latin sources. But he died and the project stalled until Mason (Scottish history. St. Andrews U.) picked it up in the late 1990s. Buchanan's (1506-82) work, published in Edinburgh in 1579, achieved immediate notoriety as an incendiary call to popular rebellion, but continues to be important as the first expression of the notion of popular sovereignty.
