相傳在清朝初年，淮安府招賢鎮有一強盜費德恭，系飛天豹門徒，武藝高強，持有寶劍一口，削鐵如泥；藥箭二十四枝，百發百中，中則必死；并善使連環棍。他搶家劫舍，尤貪女色，獨霸一方。正當八蠟廟廟會之期，費德恭與米龍、豆虎同往游玩，見美少女張蘭英，強搶回寨，逼迫其成親。張蘭英不允，即被用亂棒打死。事前還有武舉人梁大剛之女，不肯依從費德恭，全家二十四口人均被其所殺。施公早令黃天霸等在外偵查，又親眼看見費德恭搶劫民女，急忙報知知府施士倫。施公命褚彪、關泰、王殿臣、賀仁杰、朱光祖、金大力、黃天霸夫婦等前往擒拿。由褚彪定下計策，令黃天霸的妻子張桂蘭扮作民女，與褚彪父女相稱，賀仁杰化裝為褚彪之孫，同往八蠟廟進香，故意被費德恭搶去成親，張桂蘭乘機盜取費德恭的寶劍與藥箭，與賀仁杰一同殺出，會同外面埋伏的褚彪、黃天霸等里應外合，將費德恭擒獲。
