Building Better Policies: The Nuts and Bolts of Monitoring and Evaluation Systems

This collection of articles on the institutional and technical challenges governments confront when building monitoring and evaluation (M&E) systems is intended to be readable for non-experts. The book's chapters were originally published as separate briefing papers, available on a website; additional papers will also be added to the web site in the future. Part 1 describes types of M&E systems, outlines key stages to designing and implementing M&E systems for service agencies, and discusses budget issues and the use of social accountability tools and information technologies in M&E. Part 2 focuses on components and tools of M&E systems, with chapters on performance indicators, three major types of evaluations, results measurement, and combining qualitative and quantitative methods. Part 3 presents case studies from Mexico, Chile, Australia, and Canada. Editor Lopez-Acevedo is a senior economist in the World Bank Poverty Reduction and Equity Unit.
