(CFIS). Presenting inspiring ideas and insights of renowned Chinese IR scholars and senior diplomats on international issues and China's foreign affairs, the book gathers 25 papers organized around six themes, i.e., Overview, New Changes in Intemational Situation, Chinese Diplomacy, Countries and Regions, World Economy, and the Belt and Road Initiative. Each part contains not only a few significant papers but also some thought-provoking discussions and analyses on current hot-spot issues. As the Ukraine crisis has not been resolved, NATO and Russia have intensified their competition in terms ofmilitary force. In October 2016, the NATO members met in Brussels and decided to strengthen the presence of NATO in Eastern Europe. They decided to employ four battalions oftroops (about 4,000 soldiers) in Poland and the three Baltic countries and said a rapid response force of 40,000 troops can be sent if necessary. In response, Russia immediately strengthened its military forces in the Baltic Sea.
At the same time, the leaders or foreign ministers of Russia, Germany, France and Ukraine kept meeting. The four-nation talks of the so-called Normandy Format first began in 2014, and excluded the United States from their discussion on the Ukrainian issue. One year later, no progress had been made at the talks. The core of the problem lies in how to solve the civil war in the eastern part ofUkraine. Russia advocated that the eastern region of Ukraine should be independently governed, but the Ukrainian govemment, under pressure from different domestic political parties, and the United States, found it hard to take any real action. The ultimate solution to the Ukrainian issue depends not only on whether the European Union and Ukraine can repair their ties with Russia, but also, to a large extent, on how to resolve the differences between the United States and the European Union.
The United States has always been committed to making Ukraine part of NATO, and has remained alert to Germany and France strengthening ties with Russia. The US seeks to prevent Russia from becoming a superpower once again. Zbigniew Brzezinski said in his book The Grand Chessboard that without Ukraine, Russia would stop being a Eurasian empire; that France's strategy intended to make Russia and the United States, and the United Kingdom and Germany, oppose each other; that Germany regards itself as the locomotive of the European region and enjoys a special status; and that if the relations between Europe and the United States worsened, it would be easy to imagine that Europe would make some compromise toward Russia and then get the United States out of the European continent, which was one ofthe Uruted States' biggest concerns.
Major European countries have problems with the United States trying to use the Ukraine crisis to curb Russia and with it seeking to prevent improved relations between Europe and Russia When the United States supported Ukraine joining NATO, Germany and France firmly opposed the move. In 2016 German Foreign Minister Frank-Walter Steinmeier repeatedly said he hoped that the official status of Russia in the G8 industrial group could be resumed at an early date and opposed NATO's deployment of military forces in the three Baltic nations. According to German polls, one-third of the Germans were concerned about an inevitable war between the West and Russia if the crisis kept escalating. In November 2016, the German Social Democratic Party formulated an election program that proposed Germany should firmly uphold peace in Europe, and reintroduced the "new eastern policy," or "change through rapprochement" implemented by Chancellor Willy Brandt to improve its ties with Russia, win voters and stop a declining support domestically.
