《公共管理系列教材:MPA英語教程》的編寫思路主要基于MPA學員的特點，并結合學員的專業知識，將主要內容分成兩大部分：時事閱讀和經典閱讀，并附有兩個附件。時事閱讀文章主要來自于英美英語報刊，選題大致貼近公共管理的相關熱點話題；經典閱讀選自和公共管理相關的經典案例。

《公共管理系列教材:MPA英語教程》主要針對公共管理碩士（MPA）的基礎英語教學而編，MPA基礎英語的學時從2012年秋季起減少到32學時，因此，適合該英語教學的教材幾乎沒有。基于此，我們決定編寫一部適合MPA基礎英語教學的教材，從而有針對性地實施英語教學，提高英語教學質量和教學效率。
