The 1988 Rules on Foundation Administration by the State Council included14 stipulations that were centered on three regulatory mechanisms：First， foundation establishment must be applied through corresponding depart ments. Second， foundation establishment must be approved by the People's Bank of China. Third， foundations must be registered by the Department of Civil Affairs. In addition， foundations must have a registration fund of 100 thousand yuan or more. In 1995， the People's Bank of China issued "Announcement on Further Strengthening Foundation Administration，" aiming to apply stricter approval and regulation procedures. The "Announcement" required that foundations must have2 million yuan of operating funds in addition to their registration funds.The 1995 "Announcement" also further strengthened the legalization procedures of found ations.As shown earlier， the number of found a tionregistration decreased by about 43% from 1995 to 1996. This number continued to decline in 1997 when only 16 foundations got registration.In 1998 the newly-registered foundations decreased by 86% compared to 1995. These changes indicated the impact of the 1995 "Announcement"， reflecting higher fequirements for registration funds and stricter legalprocedures.
In 1999 the People's Bank of China and the Department of Civil Affturs co-issued the "Announcement on Converting Responsibilities for Foundation Administration to the Department of Civil Affairs." According to the 1999 "Announcement，" many regulatory mechanisms indicated in the 1988 Ru/es did not apply any more.Between 1999 and 2003， the numbers of foundation feg/stration increased slightly and on average about 3 foundations were added every year. The newly-registered foundations were 25 in 2003. Since the new Regulations on Foundation Administration was promulgated in 2004， the impact on foundation registration of the 1995 "Announcement" issued by the People's.
