作者簡介
Jane-Frances Kelly was Cities Program Director at the Grattan Institute from 2009-2014. She has led strategy work for the UK, Queensland, Victorian and Commonwealth governments. Prior to moving to Australia in 2004, she spent three years in the British Prime Minister's Strategy Unit. Paul Donegan is Senior Associate at the Grattan Institute, and has worked in the Commonwealth as a state public servant, and as a ministerial adviser.
