This volume contains 11 essays that examine the history of school desegregation and resegregation in Charlotte, North Carolina, and the implications for school reform, public policy, and desegregated education in terms of racial and social justice. The city began a school busing plan in the 1970s following Swann v. Charlotte-Mecklenburg Board of Education, but then dismantled it in favor of a system of magnet schools meant to maintain the desegregated system in the 1990s. A group of white parents filed a lawsuit against the use of racial guidelines in magnet school assignments and won, causing black/white segregation to rise to a level near that of the 1970s. Historians, sociologists, political scientists, social geographers, economists, attorneys, educators, and public policy, legal, and education scholars from the US discuss the political economy of desegregation, development, and school reform in Charlotte; one high school's journey to desegregation and its performance after racial guidelines were dropped; levels of between-school and within-school segregation; the political, legal, and demographic conditions that shaped the policy options and school assignment choices in the past 40 years; the effects of school assignment choices on residential segregation; and policy and practice options in the future, including policies for English language learners and federal and state law.
