This input-output diagram represents the way in which the system responds to a transportdemand while respecting the constraints imposed by the timetable, regulations and rules of the routeand using the resource of staff, power, track and rolling stock.
Unlike the road mode of transport, railways require close co-operation between the personnelresponsible for the management and maintenance of the infrastructure, staff operating the trains andthe people in charge of the train control function (dispatchers and signalers). Similar levels ofco-operation must be achieved in the air transport industry but the three-dimensional nature of airspace and the lack of a fixed guideway offer pilots more freedom and more opportunities to avoidconflicts.
It is essential that the tools provided for drivers and other railway staffs are of the highestpracticable standard. Particular care must be taken in the design of the human-machine interface inrailway control systems because any slips or errors may lead to loss of life or financial penalties.Poor traffic management, for example, will lead to lost train paths, reduced capacity and thereforethe imposition of penalties.
2. Development of the automation in signalling
Many measures taken to improve railway human-machine interfaces have occurred as a resultof railway accidents, such as those of the nineteenth century, which led to the development of basicinterlocking systems.
The Armagh accident of 1889 resulted in a "Regulation of Railway Act" of the same year. Thisprovided the signaler with some protection against error by preventing more than one train frombeing routed into a section a time, absolute block working or conflicting routes being established.Railway users were thus normally protected from errors generated by the signaler. However, thesystem was still based upon the principle of the driver stopping at red signals. Railways were notprotected from the consequences of errors made by the train driver, whether caused by inattention,misjudgment of braking conditions or overspeeding.
