《寫作教程4》講述了：2004年1月，教育部頒布了《大學英語課程教學要求（試行）》，將大學英語的教學目標確定為“培養學生的英語綜合應用能力，特別是聽說能力，使他們在今后工作和社會交往中能用英語有效地進行口頭和書面的信息交流，同時增強其自主學習能力，提高綜合文化素養，以適應我國社會發展和國際交流的需要”，提出了分層次（即“一般要求”、“較高要求”和“更高要求”）和分類指導的教學要求。與此同時，教育部在全國180所院校開展多媒體網絡教學的試點，推廣具有個性化學習特徵的多媒體網絡教學系統，并于2005年2月頒布了《全國大學英語四、六級考試改革方案（試行）》，2007年7月又下發了修訂后的《大學英語課程教學要求》。這些舉措進一步推動了我國高校大學英語教學全方位的改革和教學質量的全面提升。新世紀的教學改革呼喚新的教材不斷誕生。這既是時代的召喚，也是歷史的必然。
